| Stable Government
Although it is too early to make any predictions on the possible outcome of the State Legislature Assembly elections it may not far off the mark to suggest that a fractured verdict will be thrown up by the electorates as was done in the seventh Assembly elections. Which means that a coalition Government will be foisted after the election process is finally over. Is it a cause to worry?
One may think so. If one goes by what had happened in the seventh Assembly. Some 12 political parties including regional party are trying their luck. Two more new parties Democratic Peoples party and Manipur National Conference have come up this time. Multi-party means instability as was witnessed by the last few terms. As yet no pre-poll alliance is made and chaos will unfold after the results are declared, if good sense is not prevail upon our election members.
With coalition Government coming to say in the State party hoping and shifting allegiance have become the bane of Manipur politics. Given the manner in which our honorable members are changing party affiliation, no Government will be able to last more than two years. The then Radhabinod Government supported by 59 members in a House of 60 member did not last more than a few months.
Before this the Nipamacha Government was tottering from day one. Fluid political situation, ineffective administration, corrupt bureaucracy and callous and self-serving Ministers are responsible for pushing the State economy towards the brink. There is no progress at all in the last many years as development funds are diverted to clear salaries of nearly one-lakh Government employees. Manipur attained Statehood 30 years ago, but there is little achievement to be proud of. Only Government work force increases at an alarming rate without increasing the volume of
work. Naturally payment of salaries has become the greatest headache of successive Governments.
The next Government will face the same problem unless some drastic measures re taken. Since coalition regime is a foregone conclusion all the parties are expected to behave responsibly, if the June 18 lesson is not lost on the honorable members. The MLAs and MPs were the target of the angry agitating people for hankering only after power forgetting the welfare of the public. to bring an all round development Manipur needs stable Governments. Discontentment and unrest will continue to mount if the job avenues are created for the ever-increasing number of educated youths.
The first thing the next Government should do is to revive the economy. this will not be possible if no stable Government exists. As many parties will come to the eight Assembly, they all have a responsibility to make a coalition government work. Particularly the smaller parties should play a major role in maintaining stability, without which more problems will continue to mushroom in the State. They need to bring a political revolution.
