| Downsizing Should Cover Bureaucrats Also
It is said the PHED Govt of Manipur has become a dumping ground for casual employees. This has been done in defiance of the Govt instruction against fresh recruitment of Govt employees. Our Govt has not learnt anything from the mistake it committed in the past. The question is directed to those responsible for recruiting fresh casual employees why they still believe more recruitment can be made?
The state has now landed in financial debt because of the defective policies carried out by the Govt of Manipur. It is amazing how the officials and for that matter the recruiting authorities in the PHED thought of recruiting employees to repair pipelines when there are large number of laborers who are available for all types of jobs including laying of pipelines and digging holes. Does not it sound funny recruiting employees for all these works?
It is sad the Union Govt has been insisting on down sizing the strength of the Govt employees. The Center understands that all the plan money given to the state ends up in meeting the perquisites of the employees. The state has a disproportionately large number of employees and all the Govt money is gone in giving their pay. It is time the Govt issues an appeal to the people of the state not to think of Govt job until the Govt comes out of the financial impasse.
The downsizing of the Govt employees should cover officials at the higher level. What is the need for having too many commissioners, too many secretaries, too many joint secretaries, too many directors etc etc. Too many of them are unaffordable by the poor state. Many of them can be sent out to the other states where they are in demand. More over accumulation of too many of them in the secretariat causes handicap to the file movement. Above all they do not allow the files to move unless they are greased.
Like wise the engineering departments do not require more than some executive engineers and a Chief Engineer to control the lower staff. They can take care of the little contract works done by some contractors. The same yardstick should be applied in all the departments except police whose number is not impressive. Manipur should be made economically powerful to enable it to take care of the rest of the people. The Govt should take steps to punish all those responsible for recruitment of casual employees in the PHED.
