Another Milestone

A Government of the people, for the people and by the people. The Indian nation celebrated completion of 50 years of its Parliament on Monday, May 13, the day when the Parliament held its first sitting. From the ‘opulence’ of British rule to the optimism of independent governance, the country has come along way. There have been changes galore. The country has seen globalization, privatization and economic reforms. The people have witnessed successful tests of nuclear weapons and if course the Kargil war.

As the country started opening up during the later part of the memorable 50 years, world economic powers have started playing attention to India as the world’s future market. Thanks to the efforts of Manmohan Singh, Chidambaram and Yashwant Sinha, there has been a steady flow of foreign investment and the information technology sector saw a big boost. The government has taken up several ambitious programs for infrastructure development. But the attack on Parliament, the heart of the country’s administration rocked the country unlike any other event. The Gujarat earthquake on Republic day and the Orissa cyclone were other events, which have a catastrophic effect on the life and property of the people.

Despite all the positive changes, the lives of the rural people, the oppressed class, the minorities and the indigenous class of people who do not have affinity, both in terms of physical appearance and the history as with the people of the mainland have not changed much. Their freedom and rights seems to have been compromised in the Government attempt to attain their set objectives. The gap between the rich and the poor has widened. Cases of violation of human rights and other fundamental rights have risen. Now the situation has reached such a level where the central administration will not be able to retain the bind over the people.

Though the constitution of India has several advantages over the American constitution, its poor implementation by successive Government has been the bane for Indian Governance. Here the words of the Novel laureate Prof Amratya Sen could be recalled. The famous economist from the "City of Joy" asserted that even if they as noted economists of the world frame new policies, it is the prerogative of the Government to ensure their successful implementation. He was replying to a query on why India’s economic condition has not seen a boost in spite of the presence of men like him.

Events in Bihar and some other states have unfolded the question whether the people really understand the true meaning of democracy and whether the politicians and the bureaucrats have riding on the chest of some wrong system. What the Central Government should realize at the celebration of this milestone is that it needs to do its homework at home first. The living standard of the rural people needs to be given priority. Otherwise a citizen of Mumbai will surely fail to recognize a citizen of Kashmir.
